Why Did So Many Nazi Scientists End Up Working for the United States?
When American forces reached the German rocket installations in the spring of 1945, they were not simply occupying defeated territory. Specialist intelligence teams were already looking for scientists, technical documents, prototype weapons and industrial knowledge that could be removed before rival powers reached them.
The reason was straightforward enough. Germany had developed technologies that every major power wanted.
The V-2 ballistic missile had travelled faster and higher than any operational weapon previously deployed. German engineers had worked on jet aircraft, guided weapons, aerodynamics, synthetic fuels, chemistry and other technologies that might matter in the next war.
And everyone already suspected that the next war might not look much like the one that was ending.
The Soviet Union was conducting its own search.
At Mittelwerk near Nordhausen, American troops discovered the underground plant where V-2 missiles had been assembled. The United States Holocaust Memorial Museum records that American personnel rapidly removed missile components and specialists before the region was handed to Soviet occupation forces in July 1945. Once the Soviets arrived, they began exploiting the same technology and later transferred German engineers and technicians to the USSR.
The competition for German science had begun before Germany's ruins had stopped smoking.
The First Programme Was Called Overcast
On 6 July 1945, the U.S. Joint Chiefs of Staff formally authorised a programme called Overcast.
National Archives records describe its purpose in unusually direct language: the United States wanted to exploit selected German and Austrian specialists whose continued intellectual work it considered valuable. The original authorisation covered as many as 350 people.
Responsibility eventually fell to the Joint Intelligence Objectives Agency, or JIOA, an organisation representing the military intelligence services and the State Department. The JIOA compiled dossiers, coordinated the foreign-scientist programme and collected technical intelligence on German science and industry. Overcast was subsequently renamed Project Paperclip.
The scale expanded quickly.
By 1946, the JIOA was pushing to bring approximately 1,000 German and Austrian scientists and technicians into the United States and wanted a path toward American citizenship for them.
That created an obvious problem.
Some of the people the Pentagon wanted had belonged to Nazi organisations.
President Truman Drew a Line
In September 1946, President Harry Truman authorised the expanded programme, but with restrictions. National Archives records state that participation was supposed to be limited to people who had been merely nominal members of Nazi organisations. Active supporters of Nazism were not supposed to qualify.
Files prepared in occupied Germany were therefore reviewed to determine whether individual specialists should be admitted.
Some failed.
Then something extremely Paperclip happened.
According to the National Archives, when the review panel rejected certain scientists because of their Nazi backgrounds, the director of the JIOA asked U.S. European Command to prepare revised security reports in some of those cases so the specialists could still be used under Paperclip.
The archival language is considerably more interesting than any dramatic reconstruction could improve.
The United States had established rules governing which former Nazis could be recruited. Its military intelligence organisation then encountered candidates it wanted whose files created difficulties under those rules and requested revised reports.
What changed between the original and revised versions?
How much did strategic usefulness influence the way an individual past was presented?
And how often did the demands of the emerging Cold War outweigh whatever standards had seemed reasonable immediately after victory?
Those questions sit inside the American documents themselves.
Wernher von Braun Was the Prize Everybody Remembers
No Paperclip scientist became more famous than Wernher von Braun.
Von Braun had been fascinated by spaceflight since youth and joined Germany's early rocket movement before going to work for the German Army in 1932. At the secret Peenemünde research centre, his team developed the A-4 ballistic missile, later renamed the V-2. It first flew successfully in 1942 and was used against European cities beginning in September 1944.
Von Braun also had a political record that did not disappear simply because the war ended.
NASA's current biography states that he had belonged to an SS equestrian unit in 1933–34, joined the Nazi Party in 1937 and became a junior SS officer in 1940.
By the end of the war he understood that Germany was losing. NASA records that he and other senior members of the rocket team moved south and surrendered to American forces. An initial group of about 125 specialists was subsequently taken to the United States under Paperclip and installed at Fort Bliss, Texas.
The Americans had acquired the people who understood the V-2.
Now they wanted to know what else those people could build.
The V-2 Had Another History Underground
The rocket programme cannot be separated from Mittelwerk.
After the Royal Air Force bombed Peenemünde in August 1943, V-2 production was transferred underground near Nordhausen. Prisoners from the Mittelbau-Dora concentration-camp system were used to convert tunnels into a factory and later to assemble missiles under brutal conditions. The Holocaust Museum describes Mittelbau as a vast forced-labour system in which prisoners were exploited for underground construction and weapons production.
NASA's own biography of von Braun now states that he visited the Nordhausen area repeatedly, knew about the conditions and was involved in decision-making concerning the use of enslaved labour.
This produces one of the central tensions of Paperclip.
The technology the United States wanted did not come from a politically neutral laboratory accidentally located inside Nazi Germany.
Its development had become entangled with the wartime state, the SS construction system and concentration-camp labour.
Yet the same rocket programme was also one of the most advanced technological achievements American forces found in defeated Germany.
What was the United States supposed to do with the knowledge?
Leave it where the Soviet Union might acquire it?
Take the documents but refuse the scientists?
Recruit the engineers while investigating their individual responsibility?
Or decide that the emerging strategic competition had already changed the rules?
Paperclip was where those questions stopped being theoretical.
From German Rockets to American Missiles
At Fort Bliss, von Braun's group worked for the U.S. Army and helped conduct V-2 launches at White Sands Proving Ground in New Mexico.
Those captured rockets became research tools. NASA histories describe German specialists assisting American teams that used instrumented V-2 launches for upper-atmosphere and other scientific research during the postwar years.
In 1950, von Braun's team moved to Redstone Arsenal in Huntsville, Alabama.
There the lineage becomes increasingly recognisable.
The group developed the Redstone and Jupiter ballistic missiles. A modified Jupiter-C launched Explorer 1, the first successful American satellite, in 1958.
The same broad technological tradition that had produced a weapon intended to strike European cities was now becoming part of the American missile and space programme.
Then NASA arrived.
Von Braun Became the Face of Spaceflight
In 1960, von Braun and his Huntsville organisation were transferred from the Army into NASA. He became the first director of the Marshall Space Flight Center.
His team was given responsibility for developing the enormous Saturn launch vehicles.
The culmination was the Saturn V, the rocket that launched the Apollo lunar missions.
NASA describes von Braun as the chief architect of the Saturn V launch vehicle, while the agency's Apollo history traces the American rocket programme directly through his German team, the Army missile years and finally the Saturn programme.
The visual transformation was extraordinary.
In wartime photographs, von Braun appears beside German military rockets.
By the 1950s, he was explaining space travel to the American public through books, magazines and Walt Disney television programmes.
By the 1960s, he was photographed explaining the Saturn V to President John F. Kennedy.
In July 1969, a Saturn V launched Apollo 11 toward the Moon.
The career had travelled from Peenemünde to Cape Kennedy in less than three decades.
Paperclip Was Much Larger Than One Rocket Engineer
Von Braun dominates the story because Apollo made him famous, but Paperclip involved far more people and far more disciplines.
The National Archives holds personnel dossiers on more than 1,500 German and other foreign scientists, engineers and technicians brought into the United States through Paperclip and related programmes.
Their expertise covered areas including aeronautics, missiles, medicine, chemistry and engineering.
That scale changes the meaning of Paperclip.
This was not an improvised decision to make use of one brilliant rocket scientist.
It was an organised programme for transferring human technical capital from defeated Germany into the American system while simultaneously denying as much of that expertise as possible to the Soviet Union. The National Archives' final report describes both objectives explicitly: obtain German scientific advances and prevent the Soviets from obtaining them first.
The defeated state had lost the war.
Its specialists had become strategic assets.
The Soviet Union Was Playing the Same Game
Paperclip also makes more sense when viewed from Moscow.
Soviet teams seized German rocket equipment, facilities and specialists in their own occupation zone. The Holocaust Museum notes that Soviet authorities used Mittelwerk facilities after taking control of the region and eventually transferred German engineers and technicians east.
The American question was therefore never merely whether former German scientists deserved employment.
It was also where they would be employed.
Washington and Moscow were both constructing missile programmes that would soon carry nuclear weapons and later spacecraft. German wartime expertise sat directly in the middle of that competition.
The Second World War had ended.
The technical draft for the Cold War had already begun.
And Some Careers Became Difficult Again Decades Later
The history did not remain conveniently buried.
One Paperclip specialist, Arthur Rudolph, had worked under von Braun and later became a major figure in the Saturn V programme. He had also served as production manager at Mittelwerk. In the 1980s, the U.S. Justice Department investigated his wartime role. Rather than contest denaturalisation proceedings, Rudolph left the United States in 1984 and relinquished his citizenship.
Cases like Rudolph's reopened questions that had been treated very differently during the early Cold War.
What had American agencies known in the 1940s?
What information appeared in the original German security investigations?
What was altered in revised Paperclip dossiers?
And what became publicly significant only after strategic priorities changed?
The Paperclip archive is unusually valuable because some of those questions can be followed through actual government paperwork rather than reconstructed entirely from rumours.
Did America Capture German Technology, or Import Part of the German Programme?
That may be the most interesting way to phrase the Paperclip question.
The United States certainly captured equipment and documents.
But equipment by itself has limits.
A rocket contains thousands of design decisions that do not become obvious simply because someone possesses the finished machine. The engineers who developed it knew why particular solutions had been chosen, what had failed during testing, what improvements were already planned and what the next generation might look like.
By importing the specialists, America obtained something closer to technological continuity.
Von Braun did not simply explain the V-2 and retire.
He spent fifteen years developing missiles for the U.S. Army and then became one of the central figures in NASA's lunar programme.
The continuity is visible enough to follow from Peenemünde through Fort Bliss and Huntsville to the Saturn V.
What changed completely was the flag painted on the programme.
From Vengeance Weapon to Moon Rocket
Operation Paperclip does not require hidden occult science, anti-gravity engines or missing Antarctic bases to become strange.
The documented sequence is sufficient.
The United States defeated Nazi Germany, captured its rocket technology, recruited the engineers who had developed it, encountered problems with the Nazi records of some candidates, requested revised security reports in some cases, placed those specialists inside American military research and eventually transferred part of that organisation into NASA.
Less than twenty-five years after the collapse of the Third Reich, a rocket organisation descended partly from that transfer helped place Americans on the Moon.
Was Paperclip simply the predictable behaviour of governments entering a new strategic rivalry?
Was it an extraordinary compromise made because the Soviet alternative looked worse?
How much did American officials know about each recruit when they made those choices, and how much did they prefer not to know?
Those questions do not require us to invent a secret programme behind Paperclip.
The programme itself was secret enough, and the surviving documents are uncomfortable enough, without assistance.
Perhaps the strangest image is also the simplest one.
A V-2 rises from wartime Europe. A Saturn V rises from Florida twenty-five years later. Between them stands the same engineer.
How much of the distance between those two rockets was technological progress, and how much was history learning to change uniforms?
